Two sections of the Minilya-Exmouth Road, which was built in 1964 and provides access to the iconic Ningaloo Reef, will be upgraded.
The road is in need of widening and resurfacing to meet an increase in tourism demand.
The project will help prepare the region for a rare total solar eclipse in 2023 which is anticipated to draw 10,000 to 50,000 eclipse chasers to Exmouth.
